This pull request updates the Dapr dependencies and related tooling across several modules to the latest 1.16.0 release candidates, along with updating the Go toolchain and several indirect dependencies. These changes ensure compatibility with the latest Dapr features and improvements, and keep the codebase up-to-date with the current Go ecosystem.
