E3SM v2.1 Cryosphere

Code base for E3SM v2.1 Cryosphere simulation campaign. This is based off the E3SM v2.1 tag (https://www.osti.gov/doecode/biblio/98639) with the following changes added:

Minor bug fixes:

• E3SM-Project#5458 Bug fix in ocean submesoscale parameterization
• E3SM-Project#5630 Bug fix in thin ice/snow treatment of enthalpy and other tracers
• E3SM-Project#5619 Bug fix in sea ice coupling in atmospheric boundary layer

Capability/configuration defaults added:

• E3SM-Project#5441 Turn on ocean conservation analysis member by default
• E3SM-Project#5813 Turn on sea ice high frequency turbulent heat flux coupling by default
• E3SM-Project#5616 Add Cryosphere compsets
• E3SM-Project#5611 Update sea ice decomposition partition files
• E3SM-Project#6696 Add capability for prescribed ice-shelf melt fluxes
