Description
Add coding standards similar to TypeScipt for dotnet / C#
Updated documents to reflect that.

I ran tests locally (well, OpenAgent did).
I also made a new repo, installed fresh OAC, copied my new files in context and build a fresh dotnet project and it was pretty close to what I would expect from competent developer.
Note: Registry validation and smoke tests will run automatically.
