There are some strange error coming from pip install in RTD with this version. I suggest we hold off for a while as it's likely this will be fixed either in pip or the packages that are being problematic with pip==25.2.

It's been a while, but this pin was originally added because of this install error dask/dask#11920 which was caused by the pinnings in our sphinx theme (xref dask/dask-sphinx-theme#68). Though it appears the error we're seeing now is different (pulling in an old version of tornado)
