Fixes the Rust toolchain to the MSVR of
datafusion48.0.0.This projects need to make sure that it's supported by
datafusion's MSVR, so we enforce that in arust-toolchain.tomlfile so that devs make sure that contributed code is compliant with Rust version 1.83.0 (datafusion's 48.0.0 MSVR)
