PR to pull up / capture tweaks used in current u24-tf/k8s/clusters/integ-002 -
Some of these are logic, others are just the helm/kops version - not sure how to manage helm/kops long run - might make sense to parameterize as CI build options; other items should probably be reviewed/merged ... so treating as 1/2 discussion / PR

• helm -> 3.7
• kops -> 1.21
• Dockerfile tweaks:
  • enable set -x to assist in debugging the long/single RUN structure
  • zap inittab so container can be used with /sbin//init as entrypoint without (re)spawning extra getty's
  • add util-linux and bind-tools for debug support (script(1) for install log capture; bind-tools for DNS debuging)
  • back out yq 'latest' in favor of hard-pin on 3.4.x until kube logic can be adjusted to match
