fix(snowflake): use disable_ocsp_checks connector arg

Summary

• Pass disable_ocsp_checks to the Snowflake Python connector instead of deprecated insecure_mode.
• Keep insecure_mode as a compatibility alias and expose disable_ocsp_checks on Snowflake credentials.
• Add unit coverage and a changie entry for issue [Bug] Python Snowflake Connector deprecating insecure_mode in favor of disable_ocsp_checks - messy logs #1529.
