bd9e0fa Finalize appeals rswag updates (part 1) (#12729)

  • Stops relying on the environment to determine which rswag spec files
    to run. Instead, all docs specs run and all docs are generated each
    time an rswag rake task runs.
  • Removes several DocHelpers methods (more removals to come).
  • Fixes a few minor mistakes from the process of moving segemented API
    docs specs to their own dedicated files.
  • Regenerates the Appealable Issues v0 docs, which was forgotten in an
    earlier PR.
