5116968 Finalize appeals rswag updates (part 2) (#12744)

  • Removes the API_NAME and API_VERSION environment variables and their
    dependents from DocHelpers; Refactors schema-generating methods in
    the rswag config accordingly
  • Updates appeals rswag rake tasks so that all docs are generated at
    once (instead of offering one task per API)
  • Actual outputs of docs specs still have not changed
