Problem
The NPM version used is only specified in the documentation, but isn't enforced. Developers on this repo can be using different versions, resulting in inconsistent package.lock files or inconsistent behaviours.
Solution
Introduce mise, a version manager that will force a specific version for npm to be used in this repo.
