This PR removes the Standard and Override enum, storing paths in IcpCliDirs. Since we're already copying the directories from ProjectDirs into Utf8ProjectDirs, we can store the overridden directories there too.

This PR removes the Standard and Override enum, storing paths in IcpCliDirs.
Since we're already copying the directories from ProjectDirs into Utf8ProjectDirs, we can store the overridden directories there too. The overall effect is to DRY things.
