Is it possible to port this series of mods to Android?

Last I checked, The Hell is under active development by another group. You should ask them if they can add support for Android.

You can't run them from DevilutionX since that mod has it's own .exe (it replaces the game, so it would replace DevilutionX). The developer of that mod can either port their engine to Android or rebase their mod on DevilutionX.
