Because the assembly repository no long features 2.7 and 2.9 release as there are no longer any customers on these versions. The assembly and docs.daml.com repositories are interconnected with other; so this makes the version removal consistent across these two repositories.

PENDING STEER-CO APPROVAL
Because the assembly repository no longer features 2.7 and 2.9 releases as there are no longer any customers on these versions.
And since CI build docs version in sequence, every docs version we have to build on CI takes about 20 minutes. A complete build can take easily more than 1 hour.
