`a2enconf`/`a2disconf` appear to be able to make use of it, and should help readability to know _what_ exactly is being enabled?
Having it in-line in the `Dockerfile` would lead to the quotes being messed up. Instead of dealing with further escaping things, just pull it out and place it.
Should trust nothing, I think?
