Changes to view-only permissions

Major changes:

1. Updated view permissions to create permission code names to match the format that django uses when creating permissions. Added an initial data mirgration to update previously created codename can_view permissions with codename view_[model].
2. Used a better way to modify existing template tag "submit_row", saving us from copying template change_form.html.
