Tabs can already be opened using existing steps but it is either implicit by clicking on links that open new tabs OR running javascript that opens a new tab
This can lead to unclear steps for cases such as verifying multi-tab login/logout flows in which additional tabs should be opened for their own sake and not as a part of some flow
