Add a command to fix the vulnerability https://github.com/dotnet/dotnet-buildtools-prereqs-docker-internal/issues/552.
Add the command "${VIRTUAL_ENV}/bin/pip install --upgrade pip setuptools" to update the following line to upgrade setuptools:
