Anecdotally by testing with copilot chat (ie, asking it how it would run tests, if it were asked to open a PR) this seems to have much better results. CCA doesn't seem to read the file at all though, and there doesn't seem to be any way to test that, so who knows if this will achieve anything 🤷♂️
