Introduced a scheduled and manually-triggerable workflow to handle issues labeled with 'collecting-feedback'.

  • Promotes issues with sufficient upvotes (>5) to 'untriaged'.
  • Closes stale issues older than 6 months with a canned response.
  • Skips workflows running on forks (restricted to dotnet/roslyn).
