Probably solution found itself:
Instead of cloning "v8.0.122" Tag of Dotnet Repo, I cloned "release/8.0.1xx" instead, and it already passed thru Runtime.
UPD: It successfully was built.

This was fixed by dotnet/runtime#121124, if you want to build the 8.0.122 tag with just this specific fix.
