Removing TFMs is a significant breaking change that should only happen in a major version. |

I'm fine with bumping the major version for it. I personally don't view that as super necessary though given we're removing things that are out of support already and can't silently break you. Realistically I don't think it'd be much different if we chose to ship minor version updates as major ones. 2.1, 2.2 and 2.3 could easily have been 3.0, 4.0 and 5.0 instead. |

Drop .NET 6 and .NET 7
