Rationale: Morocco has administered this territory as "Southern Provinces" since 1975. Currency (MAD) and phone code (212) already reflected Moroccan administration. The 2015 administrative reform formalized these as 3 of Morocco's 12 regions. Aligns with major international databases and tech companies.

Breaking change: Country code EH no longer exists. Applications using it must migrate to MA.

Zero data loss: No cities or provinces removed. All regions were already under Morocco; only marker cleanup performed.
