Adds Palau's single national postcode 96940. Country-only (Palau has 16 administrative states but they all share the single ZIP). Palau uses the US ZIP system (Compact of Free Association); 96940 is the sole code assigned to the country. Validated: 1 record, country_id 168, code matches regex.
