FreeDV Reporter: Add idle filter.

This PR resolves #1056 by implementing an idle filter option in the FreeDV Reporter menu bar.

Example of what this menu option looks like:

"Idle" is defined for a user as either:

• Last transmitted more than X minutes ago, or if no TX yet:
• Having connected more than X minutes ago.

When filtering on freq for say 60m or 160m as I often do, I am seeing quite regular flashes of other stations appearing briefly at the bottom of the list.
I am guessing that these are changes to the status of stations in the reporter being displayed before being filtered and then removed by the filter.
Is it possible to filter first and only display if appropriate, assuming that my assumption is correct?

I can't be sure but I think I first noticed it when the reporter improvements started. Most noticeable last weekend when the reporter was really busy. I rarely run master if there are PRs to test. I will keep an eye on it and try to be more specific.

Actually, does the latest change in this commit (90cfe03) help at all?
