Update DuckDB to v1.3.0

Now that duckdb/duckdb-rs#505 gets merged, I think this template can use v1.3.0.

(I hope someday USE_UNSTABLE_C_API=1 won't be necessary so that we don't need to update the template on every version!)

Thanks for the PR! looks great.

And yea we are currently working on removing the need for USE_UNSTABLE_C_API=1 because its a real pain in the *** currently to have to bump this template every release and only after having bumped duckdb-rs.
