Updated the build commands to make sure that the users are using the same build of
vcpkgas our CI. I encountered some weird errors and @carlopi pointed this out.A downside is that every time we move to a new commit of
vcpkgwe have to update the instructions. I don't know how often we do that but it can be a problem.
