This PR manually updates the AWS Lambda Insights Extension layer versions to their latest releases. The update addresses version drift that Renovate bot attempted to handle but failed due to branch management issues during initial testing. Version 35 → 64 for x86_64 and version 2 → 31 for ARM64 architectures.

Updating versions manually as the renovate detects need for update but has problems with branches that were created and deleted by me during initial testing:

Other two layers were successfully triggered by renovate in PRs #150 and #149
