feat(account): add interactive account wizard command

Summary

• replace account creation flow with a new interactive wizard command
• implement guided account setup with input validation and sensible defaults
• add pass/GPG initialization handling, with non-interactive-safe behavior in tests
• expose wizard in CLI help and shell completion
• add PR CI coverage for the wizard regression test
