Fixes broken PDE workaround (v2) #146

This PR does the following things:

It reverts the preceding PR: Adds workaround to update Eclipse PDE #144
It adds a "patched" JAR file containing the bugfix of the upstream fix that replaces the original PDE core JAR file: Fix TargetWeaver.getDevProperties() to decode fgDevPropertiesURL eclipse-pde/eclipse.pde#1709
It replaces this PR: WIP: PDE workaround: adds missing packages for unix-based systems #145
