[24125] Add get_inline_qos_overhead to WriterHistory API

This PR extends WriterHistory's API (only extends interface, implementation is missing) in order to be ABI compatible with Fast-DDS-Pro, where the new method (and attribute) are used in the implementation of the writer-side content filtering on late joiners pro feature.
