Add a note at the top of contributing.md pointing readers to the latest version of the page, so versioned docs don't show stale development setup instructions. Adapted for v1.x docs path (docs/docs/ instead of icechunk-python/docs/docs/). Cherry-picked from main: ba20248

This solves a problem we have run into where if you go the onlinei docs to read the contrib instructions they can be way out of date from main! This wont sovle it immediately. but will be helpful going forward.
