This adds a decorator that can be used to deprecated an argument in a generic or function or
EasyBlock's method flagging it for either substitution or removal.The idea would be to simplify operations done in eg
extensionoption tosanity_check_step&sanity_check_load_modulemethods inEasyBlockclass #5220and improve code readability
