Improve progress dialog for Update Considering

The Update Considering progress dialog does not provide a great indication of progress during the initial phase of the action.

Describe the solution you'd like
Two things should be done.

1. Offer explanatory text of what is happening behind the scenes.
2. During the initial phase and before all the recruit data is grabbed and processed, the progress bar should show the "infinite" progress animation.
