This might fix some gradle-related tests, since the root cause might be that the project cannot be built, since the gradle wrapper specified cannot be run using Java 21.

I think we can upgrade the quarkus version to 3.0 instead of the latest release if we want to use the oldest supported Quarkus version (https://access.redhat.com/support/policy/updates/red_hat_build_of_quarkus_notes seems to say all 3.x are supported)

We might also be able to get away with simply adjusting the gradle version to fix the test cases without touching the Quarkus version.

I can't replicate the gradle test failure locally, so I'm not exactly sure what's up. But; it seems pretty consistent on CI.
