Add Http Whiteboard Publisher

this adds an implementation of the publisher SPI that uses the http whiteboard as its backend implementation.

THIS IS CURRENTLY A DRAFT

• Cleanups
• add tests
• Either check with the IP team if we can embeds the source of jax-ws-ri here or find some way to use them directly (reflection, dynamic imports, ...)
