gcc-14 fails to build because of issues in the external software bundle, in particular atlas. This change updates the bundle with the atlas version and also updates other packages to work with user systems

Description
At gcc 14, openifs build failed because of error in building atlas. This PR updates the atlas libs in the bundle.yml so it builds at gcc 14. CI testing with test this test with earlier gcc versions.
This change also includes an update to metkit (see https://jira.ecmwf.int/browse/SD-117873) and the gcc version in docker ci has been upgraded to gcc 14, so that docker is tested at latest.
