fix(#895): automate the update_readme

This merge request propose a starting point to fix #895; it:

• introduce dependabot
• contributors does not have to run update_readme.py which generate conflicts on each merge request
• introduce GitHub Pages, automatically generate a simple website displaying the SuperTinyIcons gallery and:
  • a Draw.io icons library,
  • texture atlas a.k.a. spritesheet,
  • other packages (Flutter, TTF, OTF, WOFF…), confer Importable flutter package (git submodule recommened) for 258 support… #900
• let the visitors select icons and download them in SVG/Draw.io/…

Ah! Added the YML to the pages setting. All deploying nicely now. Not sure if it is updating the README properly, will have an investigate.

Now this is live I can dump my old branches that were waiting because it was a pain to rebase every times the .md changed :^D
