Fixed scheduled notifications in UWP

1. Replaced TileUpdateManager to ToastNotificationManager
2. Added possibility to insert custom toast template in the same way like android small icon

The NuGet-package Xam.Plugins.Notifier, Version 3.0.1 is from 8th of August 2018, this commit from 9th. I assume, that the NuGet-package doesn't include this change, right?
Is it possible to make a new version of the package including this fix?

Tried the CI package, but still couldn't get the deferred notification to work (on Windows 10.0.17134). But thank's for your help, I'll let you know if there are any news.
