Throwaway: 820's pipeline + gap fixes (system deps, xvfb-run, GI bootstrap, skip-detection) overlaid on maintenance/gramps60 to exercise the fork CI against real gramps60 addon content. Delete after observing CI.

Tests that 820's branch-neutral CI pipeline (with the system-deps/xvfb/GI-
bootstrap/skip-detection gap fixes) runs against the real gramps60 addon
content. Only .github/ pipeline files differ from maintenance/gramps60, so the
PR merges cleanly and CI derives the gramps60 series. DO NOT MERGE.

Validation complete: run green (Integration + both unit jobs pass after the plugin-reg xvfb fix). Addon Structure red is pre-existing/advisory (4 addons missing po/template.pot). Closing throwaway.
