Merge new parallel simulation sizing

The PR introduces the new simulation based FIFO sizing and replaces both the old large fifo sim sizing and the characterization based fifo sizing.

• Implement simulation based fifo sizing
• Add FINN loop support
• Remove Characterization based FIFO sizing
• Remove large FIFO sim sizing
• Extract fifo config into its own file from the folding config
• Fix verification
• Fix performance simulation
