Crawler Migration Jupyter Notebook

This PR adds a Jupyter Notebook that generates an Open Crawler-compliant YAML file from a user's existing Elastic Crawler configurations. It is intended for users who want to convert their 8.18 Elastic Crawlers to self-managed Open Crawlers.
