The current Mergify configuration is invalid

In the rule rebase pull requests for the VM autobump and ESS version pinning, the action rebase configuration is invalid:
Missing bot account for rebase
The rebase action requires a GitHub user account to impersonate. If no bot_account is set, Mergify picks the pull request author. The user account must have already been logged in Mergify dashboard once.
