Rename the dashboard in all six AWS OTel assets packages to the [AWS <service> OTel] Metrics convention (EC2, ELB, Lambda, RDS, SQS, ECS), update the dashboard-name reference in each README (docs + _dev/build source), bump the patch version, and add a changelog entry (PR #19964).
