[9.0] adding missing descriptions for tags (#237011)#237943

Adding descriptions in overlays for tags that were missing descriptions. We are going to be moving to a single page experience for our API docs and this means that each tag will have it's own page. In the current form of the OpenAPI Spec if there is no description we will have a completely blank page which is a bad experience.
