[9.3][ci] Use tmp storage for certain artifacts (#267807)#268444

Adds support temporary storage on GCS to share artifacts between agents. By default tests will now download kibana.tar.zst from GCS. If the region isn't supported, or the artifact has expired, it will fallback to `buildkite-agent download`
