Replace tibdex/github-app-token with actions/create-github-app-token

[Copilot]

The tibdex/github-app-token action has been archived and is no longer maintained. This PR migrates all GitHub workflows to use the officially supported actions/create-github-app-token@v2 action instead.

Changes Made

Updated 4 workflow files to replace the deprecated action:

• .github/workflows/addToProject.yml - organization_projects and issues permissions
• .github/workflows/create-tag.yml - contents permission
• .github/workflows/labeler.yml - members permission
• .github/workflows/updatecli.yml - contents and pull_requests permissions

Migration Details

The migration follows the standard parameter conversion pattern:

• app_id → app-id
• private_key → private-key
• JSON permissions object → individual permission-* fields

For example, this configuration:

All workflows retain their existing functionality while using the actively maintained action.
