Fecha a release da sprint de redução de tokens — 7 PRs (#47–#53): fda_sdlc enxuto (repair loop, review gated, planner condicional, docs por milestone), rotação de sessão por teto de contexto, orçamentos de tokens por run/fase + timeout com corte mid-stream, reviewer escopado ao diff + ui_verify só das violações, tree-guard compartilhado (resume avulso recusado/contado, recovery vira task), /goal por milestone + token discipline, e phase_overrides pré-semeados (modelo continua escolha do usuário).
