Rewrite RoundedCornersEffect to use Clutter.OffscreenEffect. Using OffscreenEffect fixes issues with fractional scaling (#2596 (review))
Tooltips are currently rendered with blurry edges with fractional scaling but
I suppose this is an issue in WindowClone. I'll take a closer look at this later
