Make badger quit when everything is disabled
Now eOS shows apps running in the background. It does not make sense to have badger hog like twenty whole megabytes when it isnt doing anything, and add noise when users check on what is actually doing something in the back

@teamcons Could you review the conflict resolution commit I made? I kept the return false from your previous commit along with other changes.

There wasnt any conflict, but since hide_on_close was set, calling hide () was redundant
I felt using hide_on_close to be more elegant than do a "we have hide_on_close at home" code tapdancing
