New Resource: Train the Trainer Concept on RDM

Added the resource Train the Trainer Concept on Research Data Management.
Many basic organizational and didactices concepts are explained very well there.

I have a question: Is SPLASH limited to content related to ELIXIR, or can it include resources from other initiatives as well? The RDM TtT Concept, for example, is in my point of view not an de.NBI & ELIXIR-DE product but was established by DINI-Nestor members. Would it still be eligible for inclusion in SPLASH?

Thanks for this PR @RDMJeanne, and yes, it would still be eligible. SPLASH is now open for resources that support trainers in general - not only ELIXIR resources.

However, we need to still clarify a bit better what kind of resources are eligible for SPLASH. In general, we (the editorial team) think this resource is a good fit, but before accepting this PR, we want to define clearer requirements for a resource to be accepted. This should be done within 8 weeks. Until then, we will keep this PR open.
